PM Modi Urges Greater Youth Participation in Policymaking at High-Level Meeting with Secretaries – PSU Connect

New Delhi, August 21, 2026: Prime Minister Narendra Modi chaired the third high-level meeting with Secretaries to the Government of India, emphasizing the need for stronger engagement between government departments, universities, and young people to bring fresh perspectives into policymaking. The meeting focused on the future action agenda of ministries and departments dealing with infrastructure, connectivity, security, external affairs, and governance.
Addressing senior bureaucrats, the Prime Minister stressed that policymakers should not limit their thinking to immediate challenges and statistical targets. Instead, they should adopt a long-term vision aimed at shaping India’s future and meeting the aspirations of a rapidly evolving nation. He highlighted that wider interaction with universities and youth can generate innovative and unconventional ideas that can strengthen governance and public policy.
A major theme of the meeting was the need to break down departmental silos. PM Modi observed that silos are not only organizational barriers but also reflect a mindset that can hinder effective governance. He urged officials to foster greater coordination across ministries and departments, emphasizing a sense of ownership, teamwork, and collective responsibility in delivering results.
The Prime Minister also underscored the strategic importance of data, describing it as a national asset and a resource for the future. He noted that while the government invests significant resources in collecting and managing data, its potential often remains underutilized due to fragmented systems and lack of interoperability. He called for greater integration and standardization of data systems to improve decision-making and policy outcomes.
On the technology front, PM Modi encouraged the effective use of Artificial Intelligence in governance while maintaining the importance of human judgment and oversight. He highlighted the role of emerging technologies in improving efficiency, service delivery, and policy implementation across sectors.
The Prime Minister further stressed the importance of research, innovation, and human resource development, particularly in the defence sector. He called for strengthening India’s defence industry, making it more globally competitive, and promoting innovative defence-related education and training programs.
During the interaction, Secretaries shared their perspectives on key priorities, implementation challenges, and future opportunities in their respective sectors. The discussions reflected the government’s continued focus on long-term planning, innovation-led growth, and citizen-centric governance.
The meeting reinforced the government’s vision of building a more collaborative, data-driven, and future-ready administrative framework, with youth participation and innovation playing a central role in shaping India’s policy landscape.
